The interviewed SES guy is actually the area SES leader and has been extremely helpful towards current access review work. I have spoken with him frequently and he is very realisitic and pragmatic, and has a good capture of the difference between tourists and, well ... us. I think he was being quite helpful with his wording, and the article's author did a better than usual job of not being inflamatory.

These guys (SES) aren't usually professional orators or lawyers. If one must judge them by inspection of a few part-sentences in an article written largely by someone else, one must remember to pick up an "ordinary-person" measuring stick, not an "intellectual ethicist" micrometer. Also the article and the headline may have been written by different people (seems so to me). Often very reasonable articles have outrageous headlines and title paragraphs, leaving one to wonder how upset the article author might have been about a phobic title being pasted on their comparitively fine journalistic work.
Sorry, higher and lower textual criticism are casual hobbies of mine, so I probably offend both the public and the academia in my shabby analysis.

So look inside the quotes only. That's Graham. Nothing else can be considered to have been his words or ideas, and other text he'd have said in the interview is certainly missing.
Look ouside the quotes. That's Lou Robson adding context and colour.
Look at the Article title in isolation. That's some circulation fixated editor (my stab in the dark, no proof).

I'd rather chew glass than submit myself for public interview.
